An Urchin, from Lunar Magic's "Tileset Specific Sprites" menu.

Urchins are giant blue sea urchins, spherical in shape and covered in orange and white quills. They have faces in front with two buggy eyes. They are generally found underwater, where they drift slowly in predetermined patterns.

There are three types. The first type drifts back and forth a fixed distance either horizontally or vertically, depending on its starting X position. The second type bounces back and forth between two walls either horizontally or vertically, again depending on X position. The third type follows along walls, like a much slower moving Sparky or Hothead. Whether it will move clockwise or counterclockwise is determined by its X position.

Urchins cannot be touched in any way by Mario, but Yoshi will bounce upwards if he jumps on one, and are best avoided. Most of Mario's attacks, such as fireballs and cape swipes, are ineffective, and Yoshi cannot eat them. If Mario can get ahold of a throw block or shell, however, they can be used to take Urchins out.

Hacking information

Urchins do not require buoyancy to move. In fact, they don't even have to be used underwater. They will work the same way out of water, where they're much move avoidable due to the player being able to move faster and bounce off of them with spin jumps.
